Muchos usuarios en Cuba han señalado que no han podido acceder a Telegram desde el 14 de octubre de 2020 y tampoco a algunas redes privadas neutrales (VPN por sus siglas en inglés) que permiten a los ciudadanos el acceso a estas plataformas, lo que podría mostrar un intento deliberado de las autoridades cubanas para restringir el ejercicio de derechos fundamentales como la libertad de opinión y expresión, así como el derecho de acceso a la información, a través de estos canales.
