Estelle Massé

Europe Legislative Manager and Global Data Protection Lead

Estelle is Europe Legislative Manager and Global Data Protection Lead at Access Now. Her work focuses on data protection, privacy, surveillance and telecoms policies. In particular, Estelle leads the work of the organisation on data protection in the EU and around the world.
She is a member of the Multistakeholder Expert Group of the European Commission to support the application of the General Data Protection Regulation (GDPR). She is a member of the World Economic Forum’s Global Future Council on Data Policy and of the Reference Panel of the Global Privacy Assembly.
She graduated with a Master in European Law from the University of Granada, Spain.

Major uncertainties remain as EU takes timid steps towards Net Neutrality

On July 3rd, after more than ten hours of discussion, the three major EU institutions — the Commission, Parliament and Council — reached a political agreement on the text of the Telecoms Single Market (TSM) Regulation, a contentious piece of EU legislation that includes continent-wide provisions on Net Neutrality. Today, the Industry Committee of the European Parliament has formally approved this text.

Since last February, the civil liberties committee of the European Parliament (LIBE) has been discussing a legislative proposal for airline passenger data sharing called the EU Passenger Name Record Directive (EU-PNR). As negotiations proceed, Access and EDRi are contacting members of the LIBE Committee to remind them not to make the same mistake that the EU did in adopting the Data Retention Directive: passing legislation that violates fundamental human rights.
